I'm a little confused by your question, but I will attempt to answer it anyways...

If you buy a Techmount made for the C14, yes you can mount RAM components by securing one of these to the Techmount:

As for the color, I've only seen Techmount available in Titanium.

For about the same price (well a little more), you might consider one of these with a RAM ball mount:

I have this RAM cradle and it bolts up perfectly to my TechMount. The cradle even came with the proper screws for the job. I bought the TechMount in silver and it looks fine. It's not the exact same color as the handlebars though, close but not an exact match. I don't know if the titanium is an exact match or not since I've not seen it in person. You want a pic?

I looked at the cradle that you have and I'd say that to me it looks like it would bolt right on the TechMount.

I ended up going with the riser mounted RAM ball setup (Heli risers but very similar to Murph's in the link above) as I wanted a set of risers anyway and it was a no-brainer to incorporate the RAM mount rather than having to purchase a separate mount.  This setup gives you a lot more flexibility in positioning and height (with different length arms) so you can get it up in your line of sight while still being able to see your gauges.  You will need to purchase a ball adapter for the rear of your cradle though if you opt to go this route (see OregonLAN's first link above for the proper adapter).

Here's a shot of my setup from eye level in the riding position with the Heli risers, 6" RAM arm and Garmin GPSMap 60CSx.  My Garmin Nuvi 1390T sits about an inch higher, mainly due to the difference in where the ball adapter bolts onto the cradle.  One nice thing about the Heli risers I got is that there's a PowerLet outlet in the left riser so my GPS's power cord is super short and won't get tangled up in anything.

You may want to consider this item also.
As you can see by the picture it has numerous mounting holes for your cradle.
Its very handy, for taking your device on and off the bike.

Is that just a cap?

If you could find something large enough to replace the cap with (using the same threads), you could probably drill out the center and tap it to accept the RAM ball post.

Just a thought...

its a replacement nut, so you take the stock nut and replace it with this one. your idea is the same concept.  :)
i have a stem mount setup now, its http://www.ram-mount.com/CatalogResults/PartDetails/tabid/63/partid/082065077045066045051052050085/Default.aspx but its a pain if i need to get the stem nut off. otherwise it works well.

You mount your cradle to the quick change adapter and this allows you to pop your GPS/cradle/adapter off the TechMount in a snap and stow it away for safe keeping. It's handy if you have more than one device that you would like to use with the TechMount. Of course then you need a adapter/cradle for each device. I only use one device, my GPS, with the TechMount so I don't need a QC adapter. I just pop the GPS out of the cradle for safe keeping.
