So on the newer C-14's, there are bolt covers over the bolts holding the handlebar stanchions down? Little plastic discs stuck down in the bolt holes.... so far, I have tried harsh words and stern looks but no success. Of course I can remove them with any type of small prying device but I want to use them again and not toss them and so am trying not to damage them. Does a shot of compressed air work?

I hear you but as the owner of a C-14 with rusty bolt heads in those wells, I think the covers are a great idea and would like to re- use them. I looked at just buying new ones but at just under $4 each, that is a bit to much to be disposable. My handlebars tend to be taken off quite a bit as I am working on the front of the bike.

Mine are long gone.  I could not really get them out without damaging them, then lost one, then it just wasn't worth it.  I suspect most will tell you the same story.

I also pried mine out and scarred them. I didn't think about it, but the air might work. {but it may also blow them away to be lost and never found again}.

Oh, I tried that, and got things that didn't fit.  Threw them in a box and gave up.
