Rostra cruise issue

This is driving me nuts.  I installed a Rostra cruise control on my 2009 C-14 following the wiring diagram made by Fred Harmon and available on the Concours Owners Group forum.  I have the Rostra 250-3592 panel-mount switch, with Engaged light.  I installed relays for the Engaged light and for the negative brake sense line.  The unit works, but....    If I leave the unit turned on, it stays on when I start the bike, but will not engage until I turn the unit off and then back on.  This isn't a big deal, but....    When I first engage the unit, it will disengage with the brake, but it won't re-engage unless I turn the unit off and then back on.  This situation lasts for a few minutes, and then the problem disappears and everything works.  I have duplicated this behavior three times.  I have checked the functionality of the control switch following the instructions in the manual, and all of the voltages on the servo side of the 4-pin connector check out.  I cannot get the unit to go into Diagnostic Mode; the LED light remains lit.  I've read that the NSS wire needs to be disconnected for the Diagnostic Mode to work, but I haven't tried that yet because I'd have to cut a wire.   My main ground and brake-sense grounds are solid.  All of my wire taps and splices are hard-wired solder joints covered by electrical tape or heat-shring tubing.  Any suggestions would be greatly appreciated.

That's a question that is waaaay above my pay grade.
Being an electrical idiot (and proud of it) I can only guess that it might be a relay that is sticking?
I suggest you contact Fred.

Thanks.  I thought about that myself, and will try swapping out the relay.
