Paint in a can

I am building a yoga themed desktop computer for my wife. I am modding a mini computer case to fit the theme. Currently, the panels are black and I need to paint them white to go with the theme. I will sand down the black paint and I can either powder coat the panels white or paint them white.
If I paint them, can I find good white paint in a rattle can? What about glossy clear coats - do they come in cans? The clear coat has to have some sort of hardner so that the panels do not get scratched up like crap in no time. I know I can get them done, but wanted to try out myself. Here is what I have in mind:
1. Sand out the existing black paint.
2. Clean the surface.
3. Put primer coat (Do I sand the primer??)
4. Put my gloss white coat (again, sanding necessary??)
5. Put layers of clear coat (sanding necessary each time??)

If I mess up, no worries - I will have spare panels.
