Maybe a test before getting pregnant and if failed chemically sterilized until intelligence is found or returned, then fertility restored. Stupid animals die. Lawyers protect stupid people, and if they die, its payday for their family.

My theory is everyone gets birth control, put it in the water or whatever.  When you want to have a kid, take classes, pass tests, etc.  Then you get the antidote for the birth control.

In the spirit of teamwork and saving mankind. By the time this type of thing happens, physical activity in the manner we now know will not take place to produce offspring so the whole ick factor for some has totally been removed.
