Title: California tank question

Hello all,

I did a search on the site hoping to find the answer but no luck. I'm hoping someone can help me. I bought a replacement tank for my 95 C10 and it's a California tank. The bike doesn't have any of the California emissions installed and I don't plan on installing it since I'm not in California. So my question is what do I do about the extra nipples on the back of the tank where the emissions tubing would normally be installed? Can I or should I just cap them off or install hoses to nowhere?

either tie the red and white (outer nipples) together with hose and clamps, or plug both....securely... and clamped.
see below schematics.

make sure the middle one is not clogged (open cap, and blow thru it), it drains water away or any spillage, from around the fuel opening under the closed cap.
