Not a locksmith, but have picked a 'wafer' lock. Don't know if this applies to the C14.

Speaking as a former Vision owner, the locks on Yamahas are pretty simple, single-sided wafer locks. I bought a parts bike Vision and picked the ignition, tank, and seat lock. The pick I made was a straightened clip from an old glove, you know the kind that keeps your ski mitts together.

Basically, you stick in the piece of metal, apply torsion, and wiggle it up and down until it releases. Keep the wafers in position.

Once you get one apart, get a blank from a suitable Japanese car, file it until all the wafers line up, and use it to open the other locks. Yamaha keys are double-sided, so you can put them in either way, but you only need to file one side of the key you make.

This is a Yamaha discussion but I think it qualifies as Concours frugal.
