Exhaust question

I had a 1988 Concours given to me last year. Bike is in exceptional condition for the year. 19k miles. Has sat in a heated storage since 2001. Got the carbs rebuilt and tank cleaned and lined. Runs very well. My question is about the exhaust. There is one hole in each exhaust right behind the the crossover. Noticed it today when I started the bike on the lift and water was spitting out of the holes. Are the holes supposed to be there or did the PO drill them?

Cans have holes for draining. I think this is one of them. It should not bother anything.

YES... Came like that from factory.  should be one in the crossover tube also.
