If that is what they look like to oncoming traffic, I hope you have them tied into the high beams and treat them as such!     Or maybe they are just not final aimed yet?  Or they just scatter a LOT??

Hmm.  Well, it does look like they have nice, well defined, round beams.  But you also have the beams WAY above the low beams line, which is a huge "no-no" if they are on with the low-beams!  (And here it would be illegal and also fail state inspection... and for good reasons, it will blind oncoming traffic).

My suggestion would be to either keep the beams like you have them, but make sure they are wired into the high-beam only circuit, or dramatically lower them, and also spread them apart a bit.

Well, like you, I am probably less concerned about law and more concerned about my fellow drivers.

Frankly I don't ride much at night and these have an off switch. I am amazed at how bright they are for LEDs

They are pretty impressive.  LED's have been improving quite rapidly.  Just today I replaced all my tracklighting with LED bulbs- they finally hit an affordable price while being a tolerable color (Unlike CFL, they are fully dimmable, fully X10 compatible, create no RFI, come on instantly at full brightness, are more compact, have no mercury, and give off no UV)

They don't come with a dimmer. I guess one could be rigged up but not sure. They do have a 3 led versions that is dimmer.

I am not quite sure why someone would want to dim driving lights.  As long as they are aimed properly, why would you want to run them at less than full brightness?  And if they are aimed wrong, dimming them doesn't really fix the problem.

If you want to use them as day run lights, and not annoy oncoming traffic, yet still have the option of full blast with your high Beams on.

I saw another cool mod where a guy also linked his horn button to the driving lights, So a beep of the horn also flashed them.   I hardly ever use my horn though.

But yes,  the idea is for around town and such you still get the benefit of the "triangle of light" without blinding cars and oncoming cops.  But also have some useful light ready in a pinch. 

Oh.  Hmm.  In that case, it would be ideal to have a circuit that could automatically put them into 100% if high beams are activated and drop to 10% or something if low beams are on.   Shouldn't be too difficult.  I volunteer you to make it for him

Yep, that's what the thread I referenced spells out. Exactly how to set it up so with the low beams on the lights are at whatever % you set it at, and when the highs are hit, they automatically go 100%. It also wires in a switch so you can switch them completely off if you want. It's on my list of things to do when time and $ are more readily available.
